Complience.app and Cookiebot

Keep Cookiebot for the banner, the script block, and the consent log. Complience.app does not replace it. The scan loads the public URL, does not click Accept, and lists marketing cookies that already fired.

What does a Cookiebot site still need an independent scan for?

Cookiebot is the consent manager. It is supposed to hold tags until a visitor chooses. Complience.app does not install that script, does not read the Cookiebot dashboard, and does not store a visitor’s choice. It answers a narrower question: on a clean first load, which marketing cookies and pixels ran anyway?

The UK ICO’s cookies guidance says non-essential cookies should not be set before consent, and that consent has to be a clear positive action. A banner on screen is not that test. The first-load log is.

What Cookiebot does that this scan does not

Cookiebot blocks tags, shows Accept and Reject, and keeps a record of the choice. That is the product agencies already pay for. Complience.app does not inject a banner, does not speak IAB TCF, and does not configure Google Consent Mode.

If the banner is missing, buy a consent manager. Do not buy this scan expecting a dialog.

What to look for in the report

Playwright opens the homepage and stays there. No Accept click is sent. Known analytics and ads hosts are flagged. Leftover cookies get a typed classification. A confident marketing label before consent is a critical finding.

Common misses sit outside the banner: a tag manager that fires before Cookiebot, a plugin that sets its own cookie, or a cached container that ignores the new default. The report names the host. It does not name a law.

Who should use both

Agencies that already sell Cookiebot and still get asked for a dated PDF. Site owners who want a second look after a theme or tag-manager change. The scan is the check. Cookiebot stays the banner.

CNIL fined Google €325 million in September 2025 for cookie and advertising-consent failures. That figure is not a prediction for your client. It is a reminder that regulators look at the mechanism, not at whether a banner existed.
